(In response to Expectations of the Minster for Veterans’ Affairs)

Expectation

The Australian War Memorial will be maintained and developed as a cultural institution of international standing of which all Australians can be proud.

Intent

Development and maintenance of the Memorial, its collections, displays, buildings and grounds will be to the highest international standards drawing on the best experiences in Australia and overseas and via engagement of staff and contractors of the highest available skills and qualifications.

Expectation

The Memorial will be the principal national means of showing the nation’s gratitude and respect for those who served.

Intent

Annual national ANZAC Day and Remembrance Day ceremonies will be conducted in a dignified manner and to the highest standards and Memorial displays and communications will continually respect and show gratitude to Australia’s veterans.

Expectation

It will remain true to its founding concept as a shrine, a museum that supports commemoration through understanding and an archive holding key records of overseas commitments.

Intent

The founding concept of C.E.W. Bean will be maintained through an emphasis on commemoration, learning and research and facilities that make this available to the widest audience of Australians and via continual development of collections of records of overseas conflict.

Expectation

The Memorial will endeavour to make the most advantageous use of its collection in the national interest. This will include appropriate exhibitions and programs, based on the collection and Australian Military History.

Intent

The collection will be used to present outstanding permanent, temporary and travelling exhibitions and other programs to tell the story of Australia’s military history and its enduring impact on Australian society.

Expectation

The Memorial’s commemorative ethos, exhibitions, ceremonies, events and activities should be conducted to high standards of excellence and professionalism, and reflect the Australian identity.

Intent

Commemoration will be maintained as a central tenet in all aspects of Memorial operations and through consultation, professional staff and advice this commemoration will stay in tune with the views and expectations of Australians.

Expectation

The Memorial’s collection will continue as the core of the museum. It will be updated in accordance with a strategic collection plan and maintained in secure and stable conditions.

Intent

Comprehensive plans for the development, preservation and documentation of the National Collection will be maintained and implemented and storage and display conditions will be designed to ensure the Collection is preserved for future generations.

Expectation

The Memorial will strive for leadership and professionalism in all relevant fields and in particular in Australian military history, and its research and dissemination.

Intent

Highly skilled and qualified staff will be in place and available to advise on all aspects of Memorial operations and in particular to provide authoritative advice, research and publication on Australian military history.

Expectation

The Chairman will, in a timely manner, keep me apprised on all strategic policy and plans that have public and political interest. The Director will, in a timely manner, keep me apprised of day-to-day operational matters and any ‘significant events’ related to Memorial business.

Intent

The Chairman, accompanied by the Director, will brief you on policy and other relevant matters discussed after each Council meeting and similar briefings and reports will be made available to you when matters outside Council meetings warrant your attention. The Director will brief you on day-to-day matters either in person or via submissions as appropriate or as you request.

Expectation

The service and ex-service communities will be consulted as appropriate to ensure their views are considered as relevant.

Intent

In all relevant developments and matters, the views of stakeholders and particularly veterans will be taken into account via consultation mechanism appropriate for each circumstance.

Expectation

The Memorial will work cooperatively with the Department of Veterans’ Affairs, particularly in relation to commemorative activities.

Intent

The Director, Secretary, DVA and respective senior executives will liaise as necessary to ensure cooperation at all levels as relevant and a six monthly meeting of these groups will be held to exchange in detail, plans in respect to commemorative activities.

Expectation

The Memorial’s affairs will be managed in compliance with relevant legislation and applicable Government policies. The financial management of the Memorial will be in accordance with the requirements of the Commonwealth Authorities and Companies Act 1997, Australian Accounting Standards and Finance Minister’s Orders.

Intent

Suitably skilled and qualified staff will be given responsibility under the Director for administration of the affairs of the Memorial and these staff will be provided training as necessary to maintain and update knowledge as appropriate. Council will monitor performance via reports to each of its meetings and via approval of the Annual Report.
