The reading of an Allied Proclamation from the steps at the base of the Tower of David, placing the city under martial law. Allied Commander General Allenby is in the centre with French Contingent Commander Colonel Piepape on his right and Commodore da Agostino on his left, General Chetwode is extreme right and General Bulfin next to the officer reading the Proclamation.
