Original caption: "With commander of NAM HA re-education camp (for former high-ranking military officers of South Vietnamese regime). Lt/Colonel TRAN MANH XUYEN. NAM HA about 50 miles south of Hanoi in the 'panhandle' - west edge of panhandle, background is part of camp. May 5, 1980."
