Vietnam. 1967. Surrounded by Vietnamese children is the Minister for the Army Mr Malcolm Fraser, who is holding a shy young boy during the distribution of Australian donated goods at Hoa Long village. Mr Fraser and the Secretary, Department of the Army, Mr Bruce White (left), were inspecting the progress of the Civic Action Program during a five day tour of Australian bases.
