Description

Collection relating to the United Nations Transitional Authority in Cambodia (UNTAC) service of 57060 Lieutenant General John Murray Sanderson AC, Force Commander, 1994-1995.

The collection consists of 12 wallets of documents containing drafts, revisions, notes, papers, reports, and final versions of 38 presentations and papers Sanderson delivered on the role of United Nations peacekeeping operations and that of UNTAC between March 1994 and July 1995, as well as conference notes made during the same period.

Wallet 1 of 12 - Consists of an itemised list of the documents in the collection, four draft copies (including handwritten notes) of a paper entitled "Consensus Without Objectivity: Problems for Command and Control for United Nations Peacekeeping", tabled by Sanderson the 25th Vienna Seminar in March 1995, and a copy of a speech "UNTAC: Lessons Learnt - The Military Component View" delivered at the 13th Otago Foreign Policy School in June/July 1995.

Wallet 2 of 12 - Consists of three copies of the paper "The Humanitarian Response in Cambodia - The Imperative for a Strategic Alliance" provided to the Global Security Program at the University of Cambridge, the presentation "Issues Relating to the Use of Force in United Nations Peacekeeping" delivered at the 25th Vienna Seminar in March 1995, the paper "Intervening for Peace: The Question of Standing Forces for the United Nations" tabled at the Governor's Forum in Melbourne in March 1995, and two draft copies (with handwritten notes) and a final version of the presentation "Joint Command and Control" presented to the RSL National Committee.

Wallet 3 of 12 - Consists of a series of speeches and presentations given by Sanderson during Refugee Week 1994. The wallet includes copies of presentations opening the press conference that week, drafts and a final copy of a speech delivered to the National Press Club, a paper given during the Victorian lunch of Refugee Week at the World Congress Centre in Melbourne, and an agenda for and copy of the speech Sanderson delivered for the Paul Cullen Award presentation.

Wallet 4 of 12 - Consists of a copy of the Blamey Oration speech "Peacekeeping Operations in Cambodia" delivered to the United Services Institute in February 1994, the talk "Peacekeeping in Cambodia" presented to the Sydney Institute in February 1994, and a draft and final copy of the talk "Reflections on the Cambodian Experience" given to Community Aid Abroad in July 1994.

Wallet 5 of 12 - Consists of copies of presentations Sanderson gave to the Joint Services Staff College and the Australian Army Command and Staff Course in February and March 1994, respectively, as well as draft copies of a paper "United Nations Peacekeeping" delivered to the Faculty of Law at the University of New South Wales in August 1994.

Wallet 6 of 12 - Consists of copies and transcripts of four presentations delivered by Sanderson between May and July 1994: "International Peacekeeping" to the International Peace Academy; "Practical Peacekeeping" at the ComDef Symposium; "International Peacekeeping" to the Australian Institute of International Affairs; and "United Nations Peacekeeping" at the United Nations Association of Australia Annual Conference, University of Melbourne.

Wallet 7 of 12 - Consists of a drafts and copies of two presentations prepared on "UNTAC: Debriefing and Lessons - The Military Component View" for the Institute of Policy Studies and the United Nations Institute for Training and Research International Conference in Singapore in August 1994.

Wallet 8 of 12 - Consists of two draft copies of a presentation to the Transitional Joint Command Arrangements Seminar, Australian Defence Force Warfare Centre, in August 1994, a Report on Proceedings for the International Peacekeeping Seminar in May 1994, a draft copy of the presentation "Special Operations: An Essential Ingredient for Strategic Objectivity?" to the Pacific Area Special Operations Conference in January 1995, and a copy of the paper "A Review of Recent Peacekeeping Operations" given at the Pacific Armies Management Seminar XVIII.

Wallet 9 of 12 - Consists of a copies of "Peacekeeping: A Commander's Perspective", the speech "United Nations Peacekeeping" delivered to the Joint Services Staff College in November 1994, the address "Peacekeeping Operations in Cambodia" at the Australian War Memorial in February 1994, and a presentation on UNTAC to the Society of Military Engineering Queensland Branch in August 1994.

Wallet 10 of 12 - Consists of two drafts of the paper "Dabbling in War: The Dilemma of the Use of Force in United Nations Intervention" tabled at the 25th Vienna Seminar in March 1995, a draft of a letter to V. Gamba, Director of the Project on Disarmament and Conflict Resolution, which was provided with a draft of a paper entitled "UNTAC: Implementation of the Missions Disarmament Function", a copy of a letter from Elizabeth Grant forwarding onwards a copy of a paper Sanderson gave at the Second Regional Conference on International Humanitarian Law in December 1994, draft copies of a biographical profile on Sanderson, a draft copy of a report on Sanderson's visit to Vienna in March 1995, and a copy of the closing address delivered by Sanderson at the Civil-Military Cooperation Seminar.

Wallet 11 of 12 - Consists of a draft and final copy of Sanderson's presentation "Global Flux and the Dilemmas for United Nations Peacekeeping", delivered at the 25th Vienna Seminar in March 1995, and a draft abstract a the conference on the United Nations at La Trobe University in July 1995, as well as a draft and final version of the paper, "Peacekeeping or Peace Enforcement: Global Flux and the Dilemmas of United Nations' Intervention", Sanderson gave at the conference.

Wallet 12 of 12 - Consists of handwritten notes from a conference Sanderson attended in Singapore in August 1994, a copy of the presentation "A Moral Foundation for Australia Outreach in the 21st Century", a copy of the program and handwritten notes for a talk Sanderson gave during the Senior Officers' Study Period at the Defence Intelligence Organisation in October 1994, handwritten introductory notes from the Governor's Forum in Melbourne in March 1995, handwritten notes from a conference in Stockholm in April 1995, handwritten notes from a conference in Tokyo in January 1995, handwritten notes from the conference at La Trobe University in July 1995, and three sets of unidentified notes from early drafts of presentations.
