IT Business Manager - EL1 - Non-Ongoing/Ongoing

The EL1 IT Business Manager is accountable under broad direction to perform very complex IT Business Management functions including: IT Business Management, Policy and Governance development, Architecture Development and Guidance, Project Support, Change Management, Service Management, Records Information Management and Administrative Support within the IT Section.
The role is a combination of technical experience and business acumen with leadership and, is accountable to plan, lead and manage the work programs and is accountable to plan, monitor and manage the physical, human and financial resources allocated to the team.
They are required to develop appropriate controls, monitor achievement against section, team and project requirements and adjust the work of the team to meet changing requirements, specifications and deliverables.
The IT Business Manager will promote the IT Section's business objectives and will be accountable to facilitate the negotiation of requirements with multiple stakeholders and help stakeholders envision the future and how their work will need to change to support the future.
- Accountable to provide expertise and leadership across IT Business Management functions drawing upon an in-depth knowledge of best practice IT processes including business management, business analysis, business process improvement, reporting, service delivery, business change management, IT administration support and applications and systems support.
- Plan, lead and manage the identification, assessment and analysis of IT business processes, procedures, policies and work practices, identifying variance, deploying functional solutions, ensuring acceptable quality and integrity of the IT systems.
- Accountable for the investigation, analysis and validation of new IT business systems, infrastructure and IT resourcing requirements, including budget development and management, oversight of procurement processes, contract negotiation, expectations, performance monitoring and change implementation management.
- Lead information governance and digital innovation across the Memorial through the development and implementation of strategies and policies that ensure effective information management.
- Lead and manage a team performing a diverse range of IT, Business and Administrative functions, ensuring quality outputs, focusing on the attainment and maintenance of specialist, professional and technical expertise through coaching and the development of capabilities and skills within the team.
- Manage the provisions of administration support for the IT Section including licences, finances and budgets, contracts, assets and general administration activities.
- Evaluate, decide and manage the financial, technological and resource capability and availability required to implement information technology changes.
- Take the initiative to solve problems, establishing and testing options, making interpretations and judgements in the selection and implementation of business processes.
- Work collaboratively with stakeholders to provide a positive user experience.
- Communicate, understand and negotiate complex business, administration and technical information with stakeholders to formulate, document and produce business requirements and specifications to create system and software solutions to implement change.
The position will be filled for an initial term up to 30 June 2022 with possible extension. Should the position become ongoing within 12 months of this notice, this selection process may be used to fill the vacancy on an ongoing basis.
