Baria, South Vietnam. October 1970. This building in Baria, capital of Phuoc Tuy Province, is one of the first to be completed in a half a million dollar civic action project. Fifty buildings like this, each containing ten housing units, are being uilt to provide married quarters for Regional Force soldiers and their families. Although small, each unit is a vast improvement on the old hovels most of these families occupied.
