At a village in the Nagovis district, King Tore (right), leader of the 666 Movement, presents a "Big Man" shell necklace award to a security officer with the United Nations (UN) Observer Mission Bougainville (UNOMB). At left is a New Zealand commander. Second from left is Noel Sinclair, the UN envoy to Bougainville, head of UNBOM and a key figure in the peace process. After a long period of civil war in Bougainville, between separatist groups and the Papua New Guinea government, regional peacekeeping groups have been monitoring the ceasefire in and facilitating the peace process. The Truce Monitoring Group (TMG) was formed after the Burnham Declaration of July 1997 at peace talks in New Zealand. In 1998 a permanent ceasefire was agreed to, and the TMG was succeeded by the Australian-led Peace Monitoring Group (PMG).
