Berlin, Germany. 1941-03-27. A senior German Army officer escorting His Excellency, Mr Yosuke Matsuoka, The Imperial Japanese Member for Foreign Affairs, and senior Japanese Army and Naval officers past a German Guard of Honour. Mr Matsuoka's visit to Germany was to discuss military and naval strategy and to consider Japan opening a second front against the Allies in the Asian area.
