Berlin, Germany. c. 1941-03. Japanese Foreign Minister Matsuoka talks with German Chancellor Adolf Hitler during a visit to Berlin. The Germans urged the Japanese to attack Singapore at once. However the Japanese admirals were planning secretly an attack on Pearl Harbour.
