Washington, USA. 1941-11. Mr Saburo Kurusu, a special envoy from Tokyo, is received by a US State Department representative. In the centre is the Japanese Ambassador, Mr Nomura. In September 1940 Mr Kurusu had signed the Axis pact in Berlin on behalf of Japan. His visit to Washington was ostensibly to restore friendly relations with the United States.
