Vietnam. 1967. Minister for the Army Mr Malcolm Fraser (right) handing over to Private Eddie Baker of Albion Heights, Qld, a member of the Army's Civil Affairs Team, a young Vietnamese boy. Mr Fraser was on a five day tour of Australian bases to inspect the progress of the Civic Action Program.
