Red Shield Defence Services (Salvation Army) Commissioner, Captain Clifford (Cliff) Randall (right) and an unidentified officer look down from the balcony at the theatre and lecture room at the Australian headquarters at Phnom Penh, known to the Cambodians as 'Pteah Australii'. A string of Salvation Army Red Shield flags lines the balcony over the foyer and the Red Shield's familiar "Hop in, you're welcome" sign has been hung from the railing. To the right is the pay office, the blue sign is written in both English and Khmer, to the left is the Chaplain's office. This building houses the Chaplain, the Red Shield 'Hop-In', the pay staff and the post office, it is also where the Sunday chapel services are held. From April 1992 the Australian Force Communications Unit (FCU) contingent of the United Nations Transitional Authority in Cambodia (UNTAC), were based in Phnom Penh. Smaller contingents were scattered throughout Cambodia as communications support for all the other UNTAC military contingents, having established a communications network throughout Cambodia where none previously existed. The FCU was drawn from 75 different military units from within Australia and New Zealand.
