Description

A group mainly comprising Vietnamese officials, joined by two unidentified Australian army officers, attend a monthly conference at Security Headquarters in Baria. This regular meeting of the Current Affairs Section of the People's Information Committee (PIC) at Combined Headquarters was formed with its primary objective to co-ordinate the dissemination of information within the province. This activity became a cornerstone of pyschological operations (psyops) within Phuoc Tuy. The PIC lost its effectiveness and influence when the Province Chief would not chair the meetings thereby depriving the committee of the moral support and leadership needed to implement and sustain official programs The photographer, 311610 Major (Maj) William David 'Dai' Thomas, was a member of the Australian Army Training Team Vietnam (AATTV) seconded from the Australian Force Vietnam (AFV). Maj Thomas served as the Province Senior Advisor Psychological Operations (PSA Psyops) Phuoc Tuy from 1970 to 1971.
