WARRANT OFFICER PAYNE WAS AWARDED THE VICTORIA CROSS FOR EXTREME BRAVERY IN THE FACE OF THE ENEMY IN KONTUM PROVINCE, SOUTH VIETNAM, ON 1969-05-24.
