Description

The United Nations Transitional Authority in Cambodia (UNTAC) CIVPOL (Civilian Police) base at Thmar Puok in Banteay Meanchey Province, also known as the 'Liberated Zone'. A line of five white Toyota UN vehicles has been parked at the front of the base. During their period with CIVPOL, the Australian Federal Police (AFP)'s essential duty was to promote law and order in a country where the rule of law was yet to be properly established, and to train police from all political and military factions in basic policing procedures and human rights. The Liberated Zone, previously under total Khmer Rouge control, came under the shared command of the four Cambodian political factions (including the Khmer Rouge) as a result of the Paris Peace Accord of 23 October 1991.
