Description

An informal portrait of Swedish former aid worker Stig Engstrom with his partner, Australian aid worker Lyndall McLean at their residence in Phnom Penh. Through his company SOCONS, Engstrom secured the contract to establish an OTC network in Cambodia. Demand for more telecommunications channels was such that almost immediately after the system was established, Engstrom's company was obliged to increase capacity from seven to 18 to 36 channels. McLean had established the Australian Permanent Mission in Cambodia in 1991 before being appointed to the United Nations Transitional Authority in Cambodia (UNTAC) as the Deputy Director of Civil Administration for Phnom Penh, responsible for sorting out the legal and administrative problems of Cambodian law and attempting to gain some legal redress for Cambodians who felt their legal rights had been abused with housing, property and associated civil areas. Starting with a staff of four, McLean ended up with a team of 25 plus a large group of Khmer interpreters.
