A vehicle belonging to the United Nations Development Programme (UNDP) parked at the small village of Peam Sitha, 35 kilometres northwest of Phnom Penh, near a bridge construction being supervised by Australian contractor and engineer Clay Semchyshyn, one of three Australian engineers contracted by Transfield Australian Pty Ltd (a company specialising in construction, engineering, defence and telecommunications) to rebuild six bridges destroyed by the Khmer Rouge along Cambodia's Route 5. UNDP's charter requires it to assist in building a country's capacity to carry out its own development programmes, as well as bearing the responsibility for the practical realisation of many of the United Nations' humanitarian, cultural, economic and education and awareness efforts. The United Nations Transitional Authority in Cambodia (UNTAC) period was an especially intensive time for the unit. After UNTAC's withdrawal, UNDP assumed responsibility for providing and channelling international assistance for mine clearing operations.
