The poster depicts a man using a handkerchief as he sneezes. The Central Council for Health Education was formed in 1927, largely at the instigation of the Society of Medical Officers of Health. Until 1950 the Council was formed of representatives of the Ministries of Health and Education, the various associations of Local Authorities, the professional organisations of Medical Officers of Health, Directors of Education, doctors, dentists, nurses and teachers, and the affiliated voluntary organisations who were concerned with health matters. The Minister of Health recognised the Council as "the one agency for education in matters of health education generally" in England and Wales and worked with Local Authorities in England and Wales to educate their people in health matters.
