In the early years of the nineteenth century most colonists in Australia had been of the opinion that the defence of Australia and foreign policy of the colonies were responsibility of Great Britain alone.
Between 1901 and 1909 there were many defence debates in federal parliament. An act was passed in 1901, amended in 1904 argued about 1906 and 1907 and finally amended in 1909. So the act, cited as the Defence Act 1903 - 1909.
