Document As Built Condition of Forecourt

Document the as-built condition of the existing handrail, forecourt, entry stairs, entry paving and sandstone bastions and provide this documentation to the Minister prior to commencement of construction.

Condition 1B was met through delivery of a photographic PDF dilapidation report of the forecourt area and of a ‘360 degree virtual tour’ of the Memorial’s Campbell site to the Department.

Archival Recording of AWM Site

To minimise the impact of the action on protected matters, prior to the commencement of construction, the approval holder must:

 

5A) Prepare photographic archival record of existing site and publish to AWM website as a minimum;

5B) Commence a research project to document pubic interpretation  of site to record architectural development of site and complete within 12 months of commencement of construction; and

5C) Commence a research project on public memories of Anzac Hall from designers, veterans and visitors and make publicly available within 12 months of commencement of construction.

 

Condition 5A has been met through the online publication of a photographic PDF dilapidation report and through the capture and publication of a ‘360 degree virtual tour’ of Anzac Hall:

The pre-commencement component of Conditions 5B and 5C has been met through the engagement of a Cultural Heritage & Museum Studies scholar to prepare the two research projects.

 

The scope of works for this research has been provided to DAWE to demonstrate its suitability, a copy is available to view here:

The final reports will be published to the Memorial’s website no later than June 2022.

Updated Heritage Impact Assessment
A Heritage Impact Assessment (HIA) of the final design must be conducted by a suitably qualified person prior to commencement of construction. The HIA must be submitted to the Minister (or delegate) for approval prior to commencement of construction. The approval holder must not commence construction unless the HIA has been approved by the Minister in writing. The approval holder must implement the approved HIA. The approved HIA must be made publicly available on the website prior to commencement of construction and remain published on the website for the duration of this approval.

The Memorial has engaged Hector Abraham Architects to prepare a Heritage Impact Assessment (HIA) of the project. The HIA was approved by DAWE in December 2020 as part of the project approval process.

The HIA is regularly updated to reflect minor design changes made in consultation with the Department and National Capital Authority as part of the approvals process.

Final designs

Must finalise design for the specific elements detailed below prior to commencement of construction of these elements and notify Department of final specifications.

  • C.E.W Bean Building extension and Research Centre building finishes and heights
  • New Anzac Hall building and roof finishes
  • Glazed Link roof material and finish
  • Handrail design and finish at Main Building front entry stairs
  • Glazed link attachment to Main Building
  • Oculus detail design and handrail finish
  • Glass lift detail design
  • Final Parade Ground layout
  • Final design of any other currently unresolved detailing

Condition 14 will be met through approval of the final design of these elements by the National Capital Authority under the Memorial’s ‘main works’ approval.

This consultative process is expected to commence in June 2021 and be complete by Q1 2022.
