History / Summary

This brassard is associated with the service of Mr Ray Carnes who served in East Timor between 14 October 1999 and 25 February 2000 as a member of the Everyman's Welfare Service.

Not being members of the Australian Defence Force (ADF) his team of three Everyman's Officers and three Salvation Army Officers did not wear any ADF camouflage uniforms or equipment.

Their unit formed part of the 1 Joint Amenities Unit (JAU) during their time in East Timor. Carnes' khaki clothing was issued to him at the Quartermasters Store at 16 Air Defence Regiment (16AD) in Woodside South Australia prior to his deployment. Other pieces of equipment such as steel capped leather boots were acquired in Adelaide.

Carnes and the rest of his team used their civilian passports for identification purposes. They were deployed to East Timor onboard a Canadian Armed Forces C-130 Hercules transport aircraft which was serving with the Australian led multi-national International Force East Timor (INTERFET). Based out of Dili they visited all parts of East Timor including Suai and the Oecussi enclave. For a period of time in late November 1999 they were based in Balibo with 2 Battalion Royal Australian Regiment (2RAR).

During their deployment to East Timor, both Carnes and his Salvation Army colleague Mr Dennis Morgan were issued and ate ADF ration packs alongside ADF and other INTERFET personnel in mess halls. In February 2000 Carnes returned to Australia on board HMAS Jervis Bay.
