After the Federation of the Commonwealth in 1901, Victoria Barracks was used by the Department of Defence as their headquarters. The Federal Minister for Defence and the Secretary of the Department of Defence both had their main offices in the building. Identified centre front is Senator Sir George Foster Pearce, Minister for Defence 1908-09, 1910-13, 1914-21 and 1932-34. Members of his staff are grouped around Sir George Pearce. There are a sailor and a soldier both in uniform in the back row.
