A view of the small island in Sydney Harbour known as Garden Island looking across Woolloomooloo Bay, showing the beginnings of a naval establishment. From 1882-1884 the tree topped hillock on the right was excavated and the overburden was used as spoil to fill the rocky shoal at the right side of the image. Garden Island was chosen as the naval headquarters for NSW in 1883, and became Australia's main naval and refitting base. In 1884 a rigging-shed and sail-loft were built on the island, approximately where the hillock had been. The base was handed over to the Commonwealth on 1 July 1913, after the foundation of the Royal Australian Navy. This image has been incorrectly inscribed with the date 1889 by which time the hillock had been removed and more buildings had been constructed.
